I just moved to my apartment in NYC about a month ago. Despite me being almost neurotic about cleaning and strict about not leaving food around, washing dishes immediately after dinner and taking out the trash from the kitchen and bathroom daily, there are these annoying (and abundandant) little roach-like bugs that love to hang around the kitchen and bathroom (they seem to like water), particularly during hot and humid nights. There are lots of tennants in my building and most aren't as clean as I'd like, but other than me cleaning their houses or having a permanent cloud of pesticide fumes in mine, what can I do to kill the little buggers or at least keep em away?

Roaches are a huge problem, and because you live in an apartment complex it will be hard for you to keep them out; however there is a way... it's called safer pest control. I used the program in a hi-rise I managed and rid the entire building of the little boogers!! First gather the following items.
steel wool, close pins, duct tape, roach traps, screen, weather stripping, and boric acid.
Use the steel wool to stuff around pipes under sinks or anywhere plumbing is coming out of the wall. This blocks their access into your apartment. Also take the screen cut to fit, and use duct tape to cover HVAC vents (under the cover plates of course) this also prevents them from being able to access your apartment. Same consept with the weather stripping. It keeps them from coming in under your door. Use clothes pins to seal open bags, and store food in airtight containers. Set roach traps all over as spray will only kill the current ones and at the next hatching you will have the problem all over again unless they take the bait back to their nest. Sprinkle boric acid (available at the drug store) around the parimeter of your apartment... roaches will not cross boric acid. Scrub everything in your apartment and look for brown spots on walls near light switches or anywhere they are comming through... if you find these brown spots you have found their bathroom, and you need to scrub the area with bleach... Also check for leaks if you take away their water and food supply they will go elsewhere. There is a site for safer pest control on the net and they may have other solutions. You are correct though no matter how clean you are if your neighbors arent doing what they should all you can do is keep them from coming into your unit.

How do you season a copper bottom pan?

I've recently recieved a set of copper bottom, stainless steel pans. I vaguely recalled hearing that you were supposed to season copper pans before using them or they would be ruined. Unfortunately I have no clue whatsoever that means and haven't been able to find anybody who does. Please, help! (I need to make dinner and my only frying pan from my old set just had the handle brake off.)

Copper bottom or "Revere-ware" pots and pans do not require seasoning. Only need to "season" cast iron pots and pans to prevent sticking.
To avoid sticking when cooking with Revere Ware you must cook on a lower flame and be patient. With Teflon we don't have to be patient and cook on a higher flame. Revere-ware is high quality and the copper bottom allows even distribution of heat when you cook.
So best plan is to know that you need to lower flame and cook a bit slower. If you are sauteing you might want to add a bit more oil or butter. Remember there was a time when there was no Teflon, so with some patience you can achieve same result with pots and pans without a non-stick surface.
