BASICALLY, instead of buying a brand new set, i want to paint my bowls and plates one color to match the other nice ones. I read to use porcelain or glass paint which would be safe to eat off of? (if that's correct or not) would porcelain or glass paint be a good option? if not then what, and where to buy?

I would NOT paint any dinnerware. I would however suggest that you shop at a local thrift or second hand store or even yard sales for a new gently used set of dinnerware. Many times there are many styles and qualities to choose from and typically under ten dollars.

Garage sales and tag sales I see tons of that stuff evertime I go to one. Also Ebay but you will pay more then tag and garage sales.
