My wife and I are looking to attend to a romantic evening dinner in one of the fine dining restaurants in our cruise - the ones that require you to dress formal. How much to anticipate in drinks (couple of glasses of wine) and food (starter, meal and dessert)?

There's a set "service fee", can't remember exactly what it is, probably $20-30 per person. It's unclear whether an additional tip is expected [that's a frequent topic of discussion at CruiseCritic.com]. Drinks are extra. I don't believe you need to dress in formal attire unless that's the dress code for the night you dine there. I haven't dined in the premium restaurant on Ecstasy, but did so on the Miracle - WOW! Complete with sunset over Belize!

How much will it cost to study in Manhattan annually?

So I'm 15 and from Israel and it maybe sounds weird but I'm already planning to study in the US. So I started collecting money and I already got 4,000 dollars (Although I think it's absolutely not enough). So what do I need to survive in the big apple and how much will it cost me ANNUALLY?

Currently you need minimum of $3000/month & can still starve in Manhattan. Rents: $2000 & up, plus utilities, for a small studio (one room) apartment. Inflation rates are high, so it will be a lot more by the time you head over there. Which university are you considering? You could be looking at $50,000/year and up just for school expenses.
That $4000 you saved is about enough for all your college application fees, test fees, test preparation course & books, etc. Average cost of 4 years of college in US for American citizens is $250,000. That number is skewed low by the number of college students who live home with parents & commute to school. If you want to go places like Columbia, NYU, etc, live in Manhattan, plan to need at least $400,000 for 4 years. Even McDonald's prices are higher in Manhattan!
Top two causes of foreign student failures are inadequate language skills and insufficient funds. It's so-o-o-o easy to burn Big Bucks in NYC. One evening out with friends can set you back $500-1000 (your share only) - and you did not even take your date to a nice dinner at 21!
