I live in a 45 story condo building with about 900 units, we all share the same DirecTV dish which was upgraded last year to new 5 LNB HD dish. now, if I buy the HR 23 from Amazon or buy.com, can I be able to install and activate it myself? I am fairly technical. but I only have the single cable coming out of the wall to my current HD (H21) receiver. Do I need additional splitter to add the second line to the new DVR.
And also, is there any great deals I can get for the HR 23. DirecTV refused to give me any promotional offers because our building is served by a third party provider and they suck and want lot of money even to fix their own cabling problems.

Do not try to add a splitter. At best, your Directv will not work. At worst, you could end up with neighbors who don't like you any more because you messed up their Directv. You don't want this.
The basic issue here is there a lot of hardware around and there isn't a single way to have put together a system like this for a condo of this size and so you doing anything which could impact the system is a big risk unless you are totally familiar with the design of the system and what hardware was used.
However, if I were a betting man, I'd bet they used a solution from http://www.sonoradesign.com/ that would probably include a SWM (single wire multiswitch ) LNB so it will not require 2 lines to each DVR and you also do not need the b band converters either. However, after that, they would have to use a number of SWMBOX-64 and god knows exactly what other hardware to provide for enough drops.
The multiswitches and distribution amplifiers are going to be in a utility area that you will not be able to get access to. I'm not certain by your post but if you already have the RG6 drop in your condo, then I would have to assume that they have already hooked the drops up to whatever hardware exists in this utility area and your job just got a lot easier.
If you know other people in the building with similar hardware, if they would allow you access to their DVR, go into the SETUP menu and under antenna, see if they are setup as an SWB, which will make things much easier.
If that is the case, then yes, buy the receiver and set it up the same way as a SWM and leave off the BBCs. I have no idea if the acess cards come from the retailer or if you have to get that from Directv but you should be able to set it up and then tune to 201 to see if it works. if you have a signal on 201, then call Direct with your receiver model number and serial number along with the number off the card.
If you don't have a signal on 201, then something else is wrong and it might be time to call for help.
As far as deals, the best i can do is the $100 off thing for both you and I but you and I both have to enable mail so I can give you my customer number which you then give Directv when you sign up. Except when you enable your email, you will have 50 other people send you their account numbers and Ill get nothing out of this!! LOL

Can you record things when: the TVs off, your watching a different channel.
Can you set a recording thing for a certain movie or tv show when your not home or the TVs off

Yes, things can record with the TV off.
You need to be home and at the TV and have it on to set recordings I am sure.
I know DirecTV, TiVo, perhaps other providers as well, have online systems to set recordings from a web page or mobile phone.
